Job Summary

As a Stormwater Compliance Coordinator at the Minnesota Pollution Control Agency (MPCA), you will coordinate the implementation of the Stormwater compliance and enforcement program. This position coordinates and resolves technically complex enforcement cases of threatened or actual releases, discharges and/or emissions of pollutants, contaminants, and/or hazardous substances to the environment in violation of state and federal environmental laws and rules. The incumbent must be capable of coordinating compliance and enforcement efforts with state, federal and local officials and with MPCA staff in other divisions, law enforcement agencies, and the Attorney General's staff. The incumbent serves as a liaison with the Environmental Protection Agency (EPA) in cases involving significant violations, manages contracts, develops enforcement plans and strategies including inspection management and targeting, evaluates various facilities for compliance with state and federal NPDES/SDS rules and permit conditions, determines appropriate enforcement action, acts as case manager for complex enforcement cases, leads negotiations with responsible parties, assists with litigation activities, integrates federal and state statutory changes and priorities into the NPDES/SDS program, and planning and directing case resolution utilizing the authority established under state statues and administrative rules.

The secondary responsibility of this position is conducting construction site inspections, municipal audits, and enforcement of permit conditions. Compliance determinations are determined based on field and desk evaluations of construction projects and municipal programs. Evaluations will determine appropriate sediment and erosion control practices, pollution prevention techniques, municipal programs/ordinances/procedures, and water quality impacts. The incumbent provides education on urban stormwater runoff requirements, technical assistance, and cooperates with state and local units of government doing similar work.

Qualifications

Minimum Qualifications

Two years of advanced professional experience in performing environmental compliance inspections and elevated enforcement actions, including Notices of Violation, Administrative Penalty Orders, Citations, Negotiated Agreements and/or Administrative Orders. (Advanced professional-level experience is equivalent to Senior Environmental Specialist/Environmental Specialist 3 level work.)

AND

Strong communication and human relations skills to include the ability to question, in written and verbal formats, regulated parities to better understand the reasons behind noncompliance issues and maintain an accurate and complete record of the inquiry.

Experience assisting or mentoring staff on compliance and enforcement processes and procedures.

Demonstrated strong technical writing skills and accomplished computer skills (i.e. Word, Excel, PowerPoint, etc.)

Possess a valid Driver's license (see additional requirements).

Preferred Qualifications

Strong working knowledge of/experience with municipal permits, and State and Federal stormwater rules and environmental regulations.

Understand complex industry processes and rules/regulations.

Ability to successfully prepare and deliver presentations and training.

Ability to identify and evaluate information/data and develop policy and program strategy recommendations and to conceptualize alternative solutions to complex issues.

Demonstrated expertise performing complex enforcement actions.

Physical Requirements

Statewide travel sitting in a car for extended periods of time to attend meetings, occasional lifting of boxes of files or educational materials, occasional visits to construction sites with rough terrain, and overnight travel.

A driver's license is an essential function of this position. This requires possession of an unrestricted Class D Driver's License. The job offer is contingent on confirmation of a valid driver's license AND a satisfactory driver's license record check. Requires a Class D driver's license: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination does not exceed 26,000 pounds.
